BeyondWallsPay — Phase 2

County-Level Expansion: Adapters, Payment Routing, Gated Services & A/B Testing
Prepared for Synergy Development LLC / BeyondWallsPay LLC · Engagement MSA-SDL-2026-107 · June 18, 2026

Phase 2 Starts Today

The three-week build clock is running. Starting today, we are expanding BeyondWallsPay from the existing 11-state DOC + Federal BOP foundation into full county-level coverage — 90 new adapters connecting 349 county jails across 11 states, payment vendor routing for every connected facility, a local services directory, subscriber alerts, and a gated subscription model with built-in A/B testing.

The existing platform is the foundation. 420,000+ searchable individuals. 94 live adapters. 11 state DOC systems. Federal Bureau of Prisons. All running in production. Phase 2 is expansion, not construction — every new adapter plugs into the existing ingestion pipeline, facility resolver, and health-check system natively.

What Gets Built

Five workstreams running in parallel across the three-week delivery window. Each builds on the production platform already in place.

WorkstreamScopeWhat It Delivers
1. Roster Adapters90 production adapters covering 349 countiesEvery county jail in the 11-state launch geography becomes searchable through BWP. Families search once, find their person across state prisons and county jails in the same query.
2. Payment Vendor MappingAll 349 connected facilitiesFor each jail: identify the active payment vendor (TouchPay, JailATM, Access Corrections, JPay, Western Union), capture facility codes, deposit URLs, accepted methods, and fee schedules. The system shows families exactly where to go and how to pay.
3. UI + SubscriptionJail detail pages, billing, search enhancement, community, onboarding contentJail detail pages displaying payment routing, commissary info, phone deposit instructions. Stripe subscription flow with two-lane gating (see below). Community dialogue feature for peer family support. First 24 Hours & First 7 Days county-specific guides. Mobile responsive. English + Spanish.
4. Local Services Directory349 countiesBail bondsmen and criminal defense attorneys per county. Searchable by proximity to jail. Click-to-call. Preferred provider positioning for paid placements.
5. Status Monitoring + AlertsAutomated detection across all facilitiesTransfer, release, new charges, court date changes — detected automatically via scheduled re-scraping. Push, SMS, and email notifications to subscribers based on their preferences.

Two Lanes — How Users Experience BWP

Every family member who comes to BeyondWallsPay enters through one search. What happens next depends on where their person is in the process.

Lane 1 — Free Search

Their person is already booked and in the system.

Johnny's been in jail for a day. The family searches BWP, finds him immediately. Because he's already checked in and processed, they get the basics for free:

  • Which facility he's in
  • Commissary payment vendor, direct link, how to deposit
  • Phone deposit provider and instructions
  • His booking info to pass through to the payment system

This is free. Finding your person, knowing where they are, and knowing how to send them money costs nothing. This is the front door.

Once they've found their person and have what they need, BWP invites them into the premium subscription to unlock everything in Lane 2.

Lane 2 — Premium

Lane 2 starts one of two ways:

A. The family found their person in Lane 1 and wants to upgrade — status monitoring, alerts, bail bond matching, attorney referrals, community, and everything else beyond the basic lookup.

B. The family didn't find their person because they were just picked up and the jail hasn't processed the booking yet. To get notified the moment they appear, the family subscribes and sets a booking watch alert. BWP monitors that jail on its update cycle and texts them when the person is in the system.

What premium includes:

  • Booking watch alert — BWP monitors the jail and texts when the person appears
  • Commissary payment routing — vendor, direct link, how to deposit
  • Phone deposit provider and instructions
  • Status alerts (release, transfer, court dates, new charges)
  • Bail bondsman matching for their specific county
  • Attorney referrals by county and charge type
  • Chaplain & spiritual care connections
  • Community — opt-in dialogue with other families going through the same thing
  • First 24 Hours & First 7 Days — what to expect at that specific facility
  • Priority support

Gated subscription. Recurring. One fee covers unlimited access for that inmate across all connected services.

A/B Testing & Conversion Intelligence

BWP doesn't know what it doesn't know — and neither does anyone else. This is a new technology layer in a space that has never had one. There is no competitor to look at and say "they're doing it this way, so we'll do it that way." The pricing, the gating, the feature mix, the conversion triggers — all of it has to be discovered through real user behavior in real counties.

That's why the platform ships with a built-in A/B testing framework across every revenue-facing decision. Starting July 5, when the gate process goes live, BWP will run controlled tests across different counties — putting pricing, feature access, and flow variations on a fluctuation meter and measuring how each county's user base behaves over time. Some counties will convert differently than others. Some features will matter more in large metro jails than in rural facilities. The data will tell us what works and where — not assumptions.

This isn't a one-month experiment. The testing window runs across the full first six months of operation, building a county-by-county conversion map that gets smarter over time. Every pricing decision, every gating decision, and every upsell placement is treated as a hypothesis — validated by real behavior, not a guess. The infrastructure supports swapping test variants without code changes, so adjustments happen in real time as the data comes in.

Test AreaWhat We're Measuring
Price sensitivity by countyMultiple price points tested against conversion rate across different counties and facility sizes. What families in Harris County will pay may be different from what families in rural Idaho will pay.
Feature gatingWhich services sit behind the paywall vs. stay free. Some features convert better as free hooks. Others are the reason people pay. The data separates the two.
Lane behaviorHow each lane converts. Lane 1 (free) to Lane 2 (premium) upsell rate. Lane 2 entry via booking watch alert — how many families subscribe when their person isn't in the system yet, and what percentage stay subscribed after the person is found.
Community & First 24/7When and how the community dialogue and First 24 Hours / First 7 Days guides are presented. High-urgency content may be the strongest conversion trigger on the platform — testing tells us where it lands hardest.
Upsell placement & timingWhere in the flow premium offers appear — after search, on facility detail, after the first alert — and which placement drives the most conversions per county.

AISCO — The Traffic Engine

AISCO begins deploying July 1 — four days before the gate goes live. AISCO is the AI citation dominance system that makes BeyondWallsPay the #1 result when families search for help on ChatGPT, Claude, Gemini, Perplexity, and Google. It typically takes approximately 60 days to see true traction from an AISCO deployment — that's the window for the content to index, the citation signals to compound, and the AI models to consistently surface BWP as the primary answer.

BWP may see traction faster than the typical 60-day window. Most AISCO campaigns deploy across six to eight languages simultaneously, which spreads the indexing load. BWP is launching in two languages — English and Spanish — which concentrates the citation authority and should accelerate the ramp. We'll keep you posted on how the numbers track as the deployment matures.

Community Feature — Premium

When someone's family member gets booked into a county jail, the most common reaction is isolation. Nobody in their life has been through it. They don't know who to talk to or what to expect. BWP solves that with an opt-in community dialogue window — a gated premium feature where subscribers can connect with other families who are going through the same experience at the same facility or in the same county.

This is not a public forum. Users opt in. Conversations are facility-aware. A mother dealing with a booking in Harris County can talk to another family who went through the same process last month. The community layer turns BWP from a search tool into a support system — and it's one of the strongest retention drivers in the subscription model.

First 24 Hours & First 7 Days — Premium

The single most panicked moment for any family: someone they love was just arrested, and they have no idea what happens next. BWP provides facility-specific timelines for every connected county jail — what the first 24 hours look like (booking, processing, phone access, first commissary window) and what the first 7 days look like (visitation schedule, attorney access, court date expectations, how to add money).

This content is county-specific. Every jail operates on different timelines. Harris County's booking process is different from Cook County's. Salt Lake's visitation rules are different from Dallas's. BWP pulls this information per facility and keeps it current — because these policies change, and families need the real answer for their specific situation, not a generic guide.

How the Adapter Build Works

County jails are not like state DOC systems. There is no standard. Each of the 349 county jails in the launch geography runs its own software — different vendors, different data formats, different search forms, different security layers. That means each adapter has to be cracked individually.

The first week is the slowest. Each adapter starts as a manual reverse-engineering job: find the real data endpoint behind the public search form, identify the field names, build the parser, verify against a real inmate, deploy, and health-check. The early adapters take the most time because every county is a new puzzle.

Then the system learns. As more adapters get built, patterns emerge. Counties using the same underlying vendor software (even when the front end looks different) start falling into known patterns. Parsing templates get reused. Edge cases get documented. Error handling hardens. What takes hours at the start takes minutes once the pattern library is built.

By Thursday, June 26, the foundation patterns will be established across enough adapter types that production speed increases significantly. From that point forward, the build accelerates with minimal rework.

Week 1: Crack the patterns. Week 2: Accelerate. Week 3: Ship everything.
